On February 16, 2026, at 6:00 p.m., the Hamburg Speech on the Future of Europe took place in the main building of the University of Hamburg (Edmund-Siemers-Allee 1, 20146 Hamburg). The speech was delivered by the former Italian Prime Minister and European Commissioner for Economy, Paolo Gentiloni.
The event was the second edition of the Hamburg Speech on the Future of Europe within the Hamburg-Vigoni Forum. The Forum is a joint initiative by the University of Hamburg, the Europa-Kolleg Hamburg, the Institut für Friedensforschung und Sicherheitspolitik an der Universität Hamburg, and Villa Vigoni, the German-Italian Center for European Dialogue. The first took place on April 28, 2023, and was delivered by Egils Levits, the former President of Latvia and an alumnus of the University of Hamburg. At the second event, former Italian Prime Minister and EU Commissioner for Economy Paolo Gentiloni spoke on the topic “European Strategic Autonomy Four Years After Russia’s Invasion of Ukraine.”
Following the speech, a panel discussion was held with experts from politics and academia, who reflected on and further developed the ideas presented.
Paolo Gentiloni served as European Commissioner for Economy from 2019 to 2024. Prior to that, he held the offices of Prime Minister of Italy (2016–2018), Minister of Foreign Affairs and International Cooperation (2014–2016), and Minister of Communications (2006–2008).
Since September 2025, he has been Chair of the Global Advisory Council of the European Investment Bank, and since December 2024, Co-Chair of the UN Expert Group on the Debt Crisis. In addition, he is a Nonresident Distinguished Fellow at the Brookings Institution and Adjunct Professor at Johns Hopkins SAIS Europe and at Università Cattolica in Milan.
