Metamorphosen des 'integralen Staates' - konkurrierende Leitbilder in der Krisendiskussion
Die Krise in der Finanz- und Weltwirtschaft stellt das Selbstverständnis des Staates aufs Neue in Frage. Die alten Leitbilder des schlanken Wettbewerbsstaates, aktivierenden Sozialstaats oder Gewährleistungsstaates sind passé. Doch zugleich ist ein neues Leitbild, das auf eine breite Zustimmung trifft, noch längst nicht greifbar. Die öffentliche Diskussion ist vielmehr durch die Konkurrenz unterschiedlicher Leitbilder gekennzeichnet, die ihrerseits durch spezifische Muster einer doppelten - sozioökonomischen und zivilgesellschaftlichen - Einbettung der staatlichen Organisationsformen und Handlungsstrategien gekennzeichnet sind.
